The potential impact of the 1990 Clean Air act on the painting operations of automotive assembly plants was studied in detail. New coatings, application equipment and add on control systems were evaluated as to their cost-effectiveness in meeting future regulations. Anticipated VOC emission limits can be achieved by installing abatement equipment on all existing ovens and most automatic spray zones. Two or more new coatings or application techniques (e.g. wateborne base coat plus powder primer-surfacer) can be installed to achieve the same limits. Current abatement systems were found to be more cost-effective than alternate coatings technologies. Emission limits may be enacted for solvents designated by the EPA as Hazardous Air Pollutions (e.g. xylene and methyl ethyl ketone) that are much lower than limits for total VOC emissions. A technical and cost assessment of less toxic solvents indicates that partial or total substitution can be achieved at a fraction of the cost of the non-selective reduction of all solvents obtained with add-on controls and low-VOC coatings. Overall, a combination of add-on controls and solvent substitution was found to be the most cost-effective approach to meeting emission standards that goin to effect in the late 1990's.
