In compiling forward-looking plans for urban development, it is necessary to solve a wide range of questions among which a significant place is occupied by the problem of optimal development of the pipeline systems which include the steam, water, and gas supply systems. As a rule, the development period is broken into specified intervals and forecasts are made for the ends of these intervals of the points at which new customers will be connected and the loads to these customers, the growth in the load of existing customers, etc. The possible multivariate character of the development of a pipeline system leads to the necessity of determining the best variant for each time interval, that is, to shape the optimal solution which corresponds to the minimal expenditures. The optimization process encompasses a large number of interconnected problems which arise in the design, construction, and use stages of each interval of development of the pipeline system. The authors state the goals and present optimality criteria for each of the stages.
