The total capacity of grid-connected wave power is just under 700 kW worldwide, dominated by a 350 kW tapered channel plant in Norway and a 150 kW oscillating water column in India. The smaller plants (20 kW, 30 kW and 60 kW) are now operating in Japan, as is a 75 kW project at Islay, on the southwest coast of Scotland. These are all land-based or breakwater-based systems. A 2 MW plant known as OSPREY; based on a pre-fabricated steel caison, was briefly deployed as a stand-alone unit off the north coast of Scotland in August 1995. Floating wave energy conversation devices have been ocean tested at much smaller scale and only for periods of months at a time. Wave energy activities in the United States have been confined to regional, studies by coastal utilities and state government agencies, with relatively little technology development compared to overseas efforts. A significant opportunity exists in northern California for integrating wave power into a harbor breakwater, and an economic feasibility study of this project is now underway.
