This paper describes the Service Management concept of the European Space Agency's (ESA) Ground (Tracking) Station ESTRACK that provides communication services in support of spacecraft operation. Starting from a discussion about characteristics of spacecraft operation support networks like ESTRACK, it focuses on the definition of four layers that actually provide the service management capabilities: 1. device management layer 2. subsystem management layer. 3 ground station management layer including the ground stations and the ground communication network, and 4. ESTRACK management layer. The major concepts are based on the application models of Manufacturing Message Specification (MMS) for the device and subsystem management layers and on Common Management Information Services (CMIS) for the other layers. Since the introduction of this complete service management scheme involves upgrades at each level of the management hierarchy the migration strategy is briefly outlined.
