Substantial innovation is occurring in the range of electric power assisted bicycles being offered around the world. This class of light electric vehicles faces differing regulatory limits in jurisdictions around the world. This paper examines the characteristics of existing regulatory frameworks which govern their use and identifies a possible path forward for regulating this class of vehicle which would which would provide greater future-proofing than the existing regulatory approaches which rely on prescriptive standards.
