The article has described a novel technical principle called Floating Car Observer. Based on this idea, a sensor system has been developed, which is capable of detecting the speeds of oncoming vehicles from a moving vehicle and thus makes the Floating Car Observer idea become real for the first time. After a development time of four years, the system has reached its desired state. In several field tests the measuring capability has been tested in various scenarios of public and individual traffic on urban streets and highways. In the urban scenarios the Floating Car Observer sensor module has been integrated into a public service vehicle of the Magdeburger Verkehrsbetriebe GmbH. The obtained information regarding the situation on the travelled streets should improve both the quality of real-time information for public transport passengers and the internal management of disruptions. On the highways the Floating Car Observer was integrated in a customary car in order to measure the traffic situation on the oncoming traffic lanes. The scenario was adapted to areas of road construction for two reasons. Firstly especially in areas of road construction it is very urgent to enhance the knowledge about traffic situations for safety reasons. Secondly due to the heights of the crash barriers on normal highways, the view of the sensor towards the oncoming traffic lanes is often hindered. In construction sites these crash barriers are mostly lower and therefore the view towards the oncoming traffic streams is possible. False negative detection rates in this area could mostly be ascribed to the special geographical conditions and non-standardised number plates. Nevertheless the measuring results of these field tests were so good that the inquiry of the situation on the roads with the developed technology seems to be possible. There are no significant impairments by certain lighting conditions (a problem with which the traditional image processing has to fight).
