This paper describes a sensor and radio network, which has been installed at the university campus of the Hamburg University of Technology (TUHH) for experimental purposes and which is based on a large number of distributed wireless nodes. In a surveillance application all nodes observe the local area and have a measurement-, a signal processing- and a communication unit integrated. All measured signals and received data packets from adjacent nodes are processed inside each node in a self-organized way. Due to the direct information exchange each individual node has the complete knowledge about the current situation inside a large environment which is covered by the full network. In order to evaluate various network concepts, the employed hardware and software framework allows individual and application specific tailoring of all open system interconnection (OSI) layers starting with the MAC layer.
