This paper covers the theoretical bases for operational processes of movement of the vehicle carrying fluid cargo; the uniform terminology with concreted physical characteristics allowing to develop the uniform approach to the reliable evaluation of the requirements under consideration in two states is proposed: with the mobile cargo and with the rigidly secured one. The algorithm for determination of the required by the confirmation of compliance procedure active safety indices of the wheeled vehicles carrying mobile cargos is described: the scheme for selection of the degree of freedom of the transported liquid cargo and experimental analytical determination of the rheological characteristics of the liquid cargo and the operating vessel-tank being partially filled transversally and longitudinally is given; the scheme for rheomodel presentation of the given vessel with the liquid cargo as a pendulous analogy is proposed. In this report different variants of relationships of the vehicle sprung mass with the cargo sprung mass with regard to the n-forms of the oscillations are considered. The correspondent recommendations for evaluation of the vehicle stability margin are given.
