The apportionment of railway safety targets is a key issue to develop a common safety management m the European railway system. Here, it is proposed to use stochastic petri nets to model the railway system. Different kinds of modules are developed and combined to model the whole system. A case study of a mini metro system is given as an illustrative example. After a description of the mini metro system with its previous safety analysis it is shown how Petri netowrks can be used to lead risk analysis. A modular approach is presented for the railway system safety assessment, validated on the mini metro example.
