Three years ago the automotive industry launched TS 16949:2002. The specification was developed with input from the four established automotive standards, QS 9000, VDA 6.1 (Germany), EAQF (France), AVXQ (Italy). The specification includes additional automotive requirements such as the use of core tools like failure mode and effect analysis (FMEA), statistical process control (SPC) and measurement system analysis (MSA), and focuses on an organisation's quality goals and objectives stated in the business plan. In addition to the specification, some vehicle makers also have customer specific requirements which have to be included in any internal and third party audits. To ensure that the registration scheme for the standard is effectively managed, IATF (International Automotive Task Force) defined strict criteria that the certification bodies must adhere to, including auditor qualification requirements and specific criteria for calculation of auditing days. As the QS 9000 auditor qualification has fundamental weaknesses, IATF defined rules for pre-qualification of auditors, which must be met for ISO/TS 16949 qualification: - ISO 9001 auditor qualification, ISO 9001 audit experience, demonstrable competence in the automotive core tools, verified by the certifcation body, either practical experience in the automotive supply chain, or an existing automotive standard auditor qualification. ISO/TS 16949 auditor training focuses on identification of processes, interaction of processes and measurement of process effectiveness and efficiency. But IATF has been disappointed with the results because of: ineffective audit planning and readiness review, -ineffective use of the automotive process approach to auditing, issues on assessment reporting, including unclear non-conformances, -ineffective auditing of customer-specific requirements.
