Pipelines are often exposed to ground motion which can result in structural failures in pipeline networks. Existing ground survey techniques are inherently expensive and some unstable areas can be difficult to detect on the ground. Monitoring ground movement with radar satellites has developed. SAR (synthetic aperture radar ) interferometry (InSAR) is a technique in which the phase components of the returning radar signals of two or more radar scenes of the same location are compared to allow the detection of ground movements to millimetric accuracy. A new technique referred to as 'Persistent Scatterer Interferometry', or PSI, is presented. PSI allows the motion of individual structures and ground features to be measured to sub-millimetre-level relative accuracy over whole cities or regions in a single process. Some PSI results for ground and structure motion monitoring are presented. Within a decade, imaging radar interferometry has matured to a widely used geodetic technique for measuring the topography and deformation of the earth. Three ground motion measurement techniques are available that complement each other for pipeline monitoring: 1) Conventional interferometry to map wide-area movements within a short time frame at low cost. 2) Persistent scatterer interferometry to provide a time series dating back to 1991, depending on the available time-series of data, for each persistent radar reflector found in the scene. 3) Corner reflector and compact active transponder interferometry to measure ground and structure motions at specific locations. The European Space Agency is funding a market development activity called PIPEMON (www.pipemon.com), which aims to promote and develop the use of the above techniques by pipeline operators for pipeline monitoring and route planning. This three-year project started in November 2003 and has just entered its second Phase, which focuses on applying these services on real test site locations and expanding the customer base.
