The discussions during the last ten years about 'Harmonization' have shown the difficulties to come to common positions along with the dialog for harmonization between the USA, Japan and ECE. It happened several times that the participants in meetings did not speak 'with the same tongue', but were convinced to do so. These differences were partly identified by differences in the specifications, test procedures, administrative procedures etc. Also the philosophies and the administrative procedures of CoP are different, therefore we have to find a way to come to a common base also for CoP to make a real step forward in harmonization. The intention of this publication is not to present a proposal for harmonization of the CoP procedures, this for sure will need longer time, but the author will show possibilities how to use the existing CoP procedures to achieve harmonization of vehicle lighting requirements. As a first step to use the harmonization interface COP/Design to Conform the following steps for lighting devices should be done: 1) Harmonization of the measuring procedure for the photometric values, e.g. at 13.2V in ECE like SAE or rather in the specifications of Standard 108. This requires an adaptation of the photometric values to that voltage level. 2) Introduction of photometric tables in the ECE - COP Annexes and in Standard 108, which are generally agreed. As a second step, which requires an intensively pre-debate, a redesign of the existing COP descriptions could follow. 3) For improving of both systems, the instruments for handling the COP procedures shall be described more clearly and also by applying of common references to harmonized international Standards. Finally under these conditions, devices designed to meet harmonized photometric specifications can be brought into both markets without any problems and without the pressure to any changes of the self certification- and the type approval-system.
