Fuel cells offer the most radical potential shift in powertrain technology and could offer tremendous benefits to customers and to society, but to achieve such impacts fuel cell technology developments must overcome serious challenges in technology performance, weight reduction, and cost. If this is achieved and the economic and regulatory environments are favorable, fuel cells could have a significant impact as the future propulsion power source for LDVs. Finally, fuel cells could have considerable impact in light-duty vehicle markets (and heavy-duty and special-purpose vehicle markets as well) as APUs. The requirements for the APU markets appear to be more easily met by fuel cells than those in the propulsion markets, and the fuel cells provide tangible beneffts to the vehicle users. However, significant steps need to be undertaken to reduce cost and increase power density of the systems without any compromises in system level reliability and life characteristics. Demonstrating useful stack and system lifetimes ranging from over 5,000 hours for propulsion applications to over 20,000 hours or longer for most APU applications in order to achieve acceptable operating and maintenance cost structures will be a critical test for success in the coming years. It is our judgment that givon the current investment levels the requirements for some of these applications may be achieved, even if achieving manufactured cost levels that are broadly competitive with conventional ICEs appears to require significant additional technology breakthroughs.
