Distributed planning based on adaptable process modules within a developable planning surrounding will be methodology that especially allows a planning of the early phases of the RPD (Rapid Product Development). The here described approach differs from conventional methods, because a strongly formalized planning according to the analytic planning school is not possible in those early phases. The setting up of a temporary hierarchy of decision-making competencies which is supported by mechanisms for rational conflict solution, transformation and transaction as well as the flexible combination of adaptable process modules seems to be particularly suitable for the RPD process. The ideas outlined here are the basis for further research at a basic research project of the University of Stuttgart. There is a demand for research especially of how this methodology can be supported by information-technology.
