As part of the intelligent transport system (ITS), the InternetCAR application software is used in special environments where automobiles are connected to the Internet. For that reason, the software is tested in actual automobiles. Therefore, the cost for testing is very high. A model of the environment for InternetCAR applications is constructed. A testing environment is developed based on the model used in this research. The testing environment consists of an environment simulator and an automobile emulator that was developed based on the model. The developed testing environment for InternetCAR application software was sufficiently functionable and scalable for testing.
