Electronic Toll and Transportation Management (ETTM) Tag Standards have evolved to the latest Digital Short Range Communication Standards sponsored by ISO204 and IEEE SCC-32 and ASTM. The published standards have flaws, which prevent seamless deployment across multiple applications on a national basis. These flaws still require the user to purchase multiple tags to operate vehicles over a side area. This paper presents a new DSRC design that can be universally deployed on a national and international basis and complies with a multitude of DSRC applications needs. Presented is the new standard for a universal DSRC that solves the problems residual in the current ITS DSRC standard. The design of the new DSRC is presented as well as a discussion of its performance as compared with the DSRC(s) designed compliant with the ITS DSRC standard. The paper further addresses the U.S. FCC initiative to solve the ITS DSRC problem by utilizing an ITS frequency based in the 5.85 GHz frequency band. Furthermore, economics of the ''universal DSRC'' as well business case is presented.
