The development of the hybrid test vehicle (HTV) is described from its conception during Phase I of the DOE/JPL Near-Term Hybrid Vehicle Program through the design, fabrication, and delivery of the final HTV to the Jet Propulsion Laboratory (JPL) for evaluation and testing. Important design and test experiences gained in the development program leading to the final HTV are highlighted and described. The various mule vehicles leading to the final design are discussed. The HTV is described including computer projections of final performance.
