The Target MK 30 Mod 1 is a sophisticated torpedo-like underwater vehicle capable of simulating the acoustic and dynamic characteristics of modern submarines. Target reliability is measured by the Target Mission Success Score (TMSS) which is defined as the number of satisfactory missions devided by the total number of missions. In 1975, CNO established a TMSS goal of 0.80 for the MK 30 Target. Although the TMSS has recently been near 0.80, the Fleet has expressed concern that this is not adequate and requested improvement. NUSC was directed by Naval Sea Systems Command (NAVSEA) letter in December 1984, to evaluate the feasibility of attaining a TMSS goal of 0.95 and to provide a detailed report to NAVSEA. NUSC formed a Reliability Enhancement Team (RET) to study and evaluate elements of the system which have a direct bearing on the TMSS. The team identified hardware deficiencies and recommended design changes. Quality assurance, planned maintenance, and configuration management modifications were investigated to determine whether enhancements in these areas would help increase reliability to the required level. The team also assessed the impact of previously initiated product improvement efforts on target reliability.
