This document describes the scientific concepts of the ROSAT mission as well as the characteristics of the scientific payload. The purpose of this description is to arrive at specifications for the scientific software system necessary to analyse the survey data and the data of the pointed observations provided by the Position Sensitive Proportional Counter (PSPC). The specifications in this document are intended to be complete at the level of our present knowledge approximately 3 years before launch. Obviously actual numbers are missing for various items at this stage, but they will be filled in the course of the project development. This means that this document will be updated continuously till launch and even after launch when in orbit calibration data and in orbit practice will become available. Nevertheless the scheme of the specifications as outlined in this document is considered to be a frozen quantity which should be used as a strict basis for the software development. Any intended changes should be notified and enter this document only after consultation of the project scientist.
