The development of a space qualified nuclear power plant is proceeding from the Technical Assessment and Advancement Phase to the Ground Engineering Phase. In this new phase, the selected concept will be matured by the completion of acitivities needed before protoflight units can be assembled and qualified for first flight applications. This paper addresses a possible philosophy to arrive at the activities to be performed during the Ground Engineering Phase. The philosophy is derived from what we believe a potential user of nuclear power would like to see completed before commitment to a flight development phase.
