The scope of the document is to advise operators of the safe limits of radio trasmission which should not be exceeded during the handling and use of explosives on offshore structures with particular attention focused on North Sea operations. The recommendations are not incompatible with any which may be required to cover similar operations elsewhere at sea or on land. However the situation addressed in detail is that pertaining presently to Northern European waters. Other locations may well present hazards which are not dealt with in a sufficiently detailed manner in this document. The purpose of these recommendations is to provide a basis upon which each operator can adopt his own safe operating practices. From these practices, procedures may be established for those personnel offshore involved in the conduct and supervision of downhole operations involving the use of explosives. The preparation of safe operating practices is considered to depend sensitively on the structure under consideration, its functions and geometry and will necessarily involve those with technical expertise in radio engineering. However it is felt that the resulting procedures should be written in such a manner that they can be readily understood and executed by those in the operational environment.
