This paper only provides an overview of the capabilities of the System Operability Evaluation Methodology. SOEM was created to help answer the two most difficult challenges in military system design: 'Are we building the right system, and 'Are we building it right'. It is believed that based upon current research and previous work completed that SOEM will be extremely useful for truly determining requirements, and specifying and designing systems. It provides the help necessary to model a system from a variety of perspectives, and adds to the understanding of the relationships among, and impacts of, mission parameters environment, the user, and the type of system being used.
