The Standard Practice for Roadway Lighting has been based on average levels of horizontal footcandles (illuminance) for many years. Application techniques and luminaire distributions have evolved for achieving the levels and uniformity required. Those same techniques are suitable for achieving the design goals of average levels and uniformity of pavement luminance. By increasing such levels and uniformity, the resulting smoothly bright pavements are attractive - but do these techniques and criteria assure improved visibility?
