Abstract Competence bloc theory categorizes factors that make economies more or less efficient in identifying, selecting, and commercializing the innovative industrial technologies that move economic growth. Competence bloc theory therefore is central for understanding the role of spillovers in the macroeconomy. The economics of commercializing is about minimizing the costs of two types of business mistakes.
