RAMS is an important manifestation of the quality of rail transit operation. Compared with advanced foreign companies, our current RAMS management level still has a gap, and the overall management level needs to be improved. In order to promote the quality and safety management of the rail transit signal system to be more mature, improve the collaborative efficiency of all teams in the enterprise, optimize work procedures and quality technical resources, the author unit has focused on building a set of RAMS management “32N” mode, and proposed a tripartite independent project. The organizational structure and personnel competency model have established a collaborative work model based on the full life cycle of the project and the RAMS management “dual closed loop” process system, which integrates quality technology and professional technology. The “32N” model with “function - process -technology” as its core has changed the process-based and planar management method which was established by functional departments in the past, promoted independent innovation, improved key technology capabilities of enterprises, reduced post-delivery operation risks and was of great significance for improving the operation quality and operational efficiency of urban rail transit.
