Abstract OR ELIA is a tool for the long-term scheduling of the electric energy power system. It seeks the localization of new means of generation and network reinforcements which, when carried out, will result in the lowest investment and operating cost. The random factors liable to affect the system, are taken into account. In order to solve the stochastic optimization problem, two methods are used concurrently: the "stochastic gradient" method which provides results expressed in terms of continuous variables (the tuning of this method — a little delicate in practice — has been partially automatized), an heuristic method whose results are integers of lines, or plants, to be constructed. In addition, for both methods, a technique for reducing the variance improves the relevancy of the results.
