Abstract Indian Railways being a giant in the arena of transport sector and always there is pressing need for unprecedented capacity expansion of Railways for the passenger segment and high level of passenger demand towards comfortand safety. As the safety of the passenger life is most important and involving huge amount of compensation the analysis of the resources available is a paramount. On the other hand there is tremendous growth of other transport organization like Roadways transport and Government and Private Airlines coupled with fast changing life style and valuable time of passengers the comfort journey is essential. Therefore, to sustain in this arena of transport, Railways organization has to review the key resources are to be analyzed. Factors affecting safety and comfort are multi-criteria-based and multi-faceted, namely skilled manpower, availability of material, machine, infrastructure, adaptation of modern technology, socio-economic condition and working environment. These interrelated factors for the safe and comfort journey of passengers are the most important research issues and need to in depth investigation and study. In this research work, Analytical Hierarchy Process is to be applied.
