There is no doubt about it. We are going to need a great deal of clarifying and enabling legislation, both internationally and domestically, before we can create a full lunar economy. At an international level, it is still not clear whether we should maybe treat the Moon in the same way as Antarctica. That would require a separate treaty. There is already a “Moon Treaty,” but none of the key states has signed it, because of differing views on implementation.
