This document contains four major sections. The first discusses traffic mitigation programs for developers and employers and also discusses the role of an employee transportation coordinator. The next section covers strategies for local government focusing primarily on street improvements for transit, parking management tactics, facilities for bicycles and pedestrians, and provision of transportation coordinator services to employers. The third section addresses the various processes and instruments local governments can use to create an effective traffic mitigation program. Included are local plans and policies, ordinances, planning approvals, specific plans, and developer agreements. Monitoring and enforcement are also discussed. The last section reviews public and private financing mechanisms, including private sponsorship, special assessment districts, development fees, cost recovery districts, and special taxes. Model ordinances and plans are included in the appendix.
