The Rhode Island's Congestion Management System implements a systematic statewide process that provides transportation performance information to decision makers. This database of information can then be used for selecting and implementing cost effective strategies to manage new and existing facilities. The intended product of a Congestion Management System is reduced or alleviated congestion and enhanced mobility of person and goods. The congestion Management System also establishes performance measures to identify and monitor the extent of both recurring and non-recurring congestion and the effectiveness of congestion reduction and mobility enhancement strategies.
