As part of a cost-shared cooperative agreement with the Golden Gate Ports Association, the report was developed to provide a self-contained procedure that guides and assists a group of ports and/or marine terminal entities to develop a regional marketing and promotional program. The methodology provides the structure, procedures and workplan used in designing and completing a regional port marketing study. It identifies the major marketing factors to be analyzed by a governing port group, and recommends a sequence for analysis during the planning process. The sequencing is segmented into four major areas: (1) pre-study requirements and considerations; (2) statement of work; (3) the study; and, (4) the port study process.
