The visibility of cyclists in twilight and darkness is mainly determined by the lighting and the reflectors used. It is doubtful whether the legal rules regarding the lighting of bicycles in the Netherlands are observed adequately. A problem analysis is executed into the possible consequences of bicycle lighting not having been in use during the obligatory times and circumstances. Measurements were made to determine how many cyclists used their lights. Where cyclists and car drivers were using the road together the number of cars with the headlamps on were also counted. The mandatory red reflectors on the rear-side of the bicycle and reflectors in the pedals were almost always present but the headlamp is often not used at all, or is used too late.
