Using a method designed in 1978, whereby an observer looks inside the car while it is waiting at traffic lights to see whether belts are being worn, the development of seat belt usage in the Netherlands during 1984 is described and analyzed. On highways outside built-up areas the usage increased from 65% in 1983 to 67$ in 1984. Inside built-up areas the usage increased from 46% in 1983 to 50% in 1984. The report is a follow-up of IRRD 254210 and 261178.
