Four observational studies for various segments of the traffic population were continued in 19 cities throughout the nation. Data obtained through daytime observations at approximately 30 traffic intersections and 3 major shopping centers in each city were used to: (1) determine the extent to which drivers and front-outboard passengers of automobiles used safety belts and incorrectly used (misused) shoulder belts; (2) determine the use of safety belts and child safety seats by passengers of automobiles; (3) determine correctness of safety seat installation; and (4) determine the extent to which helmets are used by operators and passengers of motorcycles and mopeds. The report documents the procedures used to conduct the observational studies and the study findings for the period January through December, 1986.
