The project consists of converting U.S.H. 41 from a four-lane divided highway with at-grade public access to a divided highway facility with access thereto provided by interchanges only. It originates near the junction of U.S.H. 41 - U.S.H. 45 in Washington County, Wisconsin and extends north-northwesterly to a terminus at the north line of Fond du Lac County, Wisconsin, a length of approximately 50 miles. The more heavily traveled crossroads are already interchanged. Interchanges are to be added at all remaining at-grade State Trunk Highway intersections and at major County Trunk Highways. All other local roads will either be grade separated or terminated at the freeway right-of-way line. All existing private accesses will be closed. Since the improvement will be made on the existing route, the impacts on the environment are minimal. Five hundred fifty acres of land will be removed from agricultural production and from local tax rolls, and 29 parcels will become landlocked. Approximately 10 acres of land owned or leased by the Department of Natural Resources (DNR) will be required from the Allenton Marsh and Theresa Marsh Wildlife Areas.
