A preliminary ranking of road user behavioral problems is presented in the report. It studies which traffic rules are important for traffic safety and why. The problem is also evaluated by using accident data. Two problems, important because of the number of victims involved, are then worked out in more detail. These problems are: (1) fatal single car-accidents on 80 km/h road sections; and (2) collisions between cars and bicycles on junctions of 50 km/h roads inside built-up areas. This has been done in order to solve the problems caused by road user behavior. The introduction of the new Dutch traffic regulations as from March 1, 1990 was the motive for this research, because the basic rules for the road user behavior can be found in these regulations. The new traffic regulations alone will not be sufficient to modify the road user behavior significantly.
