The Motor Carrier Act of 1980 made significant changes in the regulation of the interstate motor freight industry. Among these notable changes are greater rate-setting flexibility, greater freedom of entry into and exit from markets, and greater flexibility in the types of freight a firm may transport. The research project planned to address these concerns by means of in-depth personal interviews with shippers and receivers located in rural and small urban areas in Florida.
