The following section includes a definition of the processes used by Texas to identify its highway safety problems, establish its proposed measurable performance goals, and develop the programs/projects in the FY 2013 Texas Highway Safety Performance Plan (HSPP) that are designed to address highway safety problems in Texas. The highway safety goals established through these processes, including target dates for attaining the goals and the performance measures used to track progress toward each goal relative to the baseline status of each measure. In addition, the Performance Plan lists other program goals for each of the Texas Traffic Safety Program's Program Areas, specifies the strategies employed to accomplish the goals, and reports the status of the performance measures based on the most current data.
