The first 4 papers in this Record deal with the transportation of hazardous materials. They include a report on the type and frequency of hazardous materials being transported over Virginia highways; a description of the Chemical Transportation Emergency Center's operation and its capabilities and limitations and a summary of a number of incidents in which the Center has been involved; a report on the development of a shock index for highway transportation and the determination of a numerical shock index at a low cost; and a description of the Transportability Criteria Handbook. The last 4 papers deal with planning, budgeting, and performing highway maintenance. They include: a description of research concerning highway maintenance in the United Kingdom since the Marshall Report; a description of a comprehensive methodology for calculating user costs caused by rehabilitation operations on highways; a report on the evaluation of a hot-mixed membrane as a protective interlayer on bridge decks in 7 states since 1966; and a discussion of experiments performed with partial-depth precast concrete patching to determine the feasibility of the method.
