This annual report from the Department of Defense (DoD) provides an update on the DoD's accomplishments during 2002. Section 1, Global War Against Terrorism, describes the multinational coalition that was assembled to support Operation Enduring Freedom; humanitarian and civil affairs aid that was provided to the Afghan population; long-term stability in Afghanistan; financial, law enforcement, and other operations relating to terrorism in the Philippines, Republic of Georgia, and Yemen; and Homeland Security. Section 2, Transforming the U.S. Military, describes how the 2002 Unified Command Plan realigned and streamlined the U.S. military command structure to better address 21st century threats; transformations in defense planning, defense operations, and the budget process; Joint Strike Fighter international agreements; restructured missile defense research and development; key program decisions; and research and development. Section 3, Recruiting and Retaining the Best and Brightest to Serve, discusses pay raises, the basic housing allowance, the Federal Thrift Savings Program, civilian student loan repayment, tuition assistance program, health care improvements, family assistance, and the Defense Civilian Personnel Data System; recruiting in the Army, Navy, Marine Corps, and Air Force; and ROTC on campus.
