The Unified Planning Work Program (UPWP) is a description and documentation of proposed transportation and transportation-related planning activities in the Metropolitan Area and 2002-2003. Beginning with 2002, the UPWP will be prepared only in odd-numbered years and a minimal update will be done for the second year. The 2002-2003 UPWP is composed of projects with the Metropolitan Council's budget for 2002 of $3.5 million and for 2003 of $3.6 million. The participants in the UPWP include four agencies; the Metropolitan Council, the Minnesota Department of Transportation, Minnesota Pollution Control Agency, and the Metropolitan Airports Commission.
