US-395 is classified as a high emphasis route under the Inter-Regional Road System (IRRS), which is a system of roads that offer interregional connections to economic centers throughout the state. US-395 also belongs to the Strategic Highway Network and is listed under the National Network. US-395 is a designated route for oversized trucks and provides a connecting link between ground transport and rail transport facilities. In 2005, this segment of US-395 was identified in the Two and Three Lane Safety Monitoring Report and met the criteria for a safety project due to the number of cross-centerline fatal accidents for the study period of January 1, 2000 through December 31, 2004. This project is expected to reduce the number and severity of cross-centerline and run-off-the-road accidents by building a median to block attempts to pass, providing an increased recovery zone for errant vehicles and improving sight distance and maneuverability. Furthermore, the project would enhance overall road visibility and add rumble strips to serve as warning devices to inattentive drivers. The purpose and need of the proposed action is to reduce the number and severity of collisions on US-395.
