To measure compliance with Michigan's safety belt law, the University of Michigan Transportation Research Institute has conducted a series of direct-observation surveys of safety belt use among motor vehicle occupants throughout the state. In the current report, restraint use in April 1989 is compared with the results of previous surveys.
