The report describes the development of a 1 1/2-day short course on establishing a local road and street safety improvement program for local municipalities in Pennsylvania. It also describes the accomplishments of on-site presentations conducted at several local agencies. The course materials address road and street safety programming, safety improvement considerations, elements of a comprehensive local safety program, identification and implementation of feasible countermeasures, economic evaluation of alternative actions, and risk management techniques to reduce roadway tort liability.
