The Interstate Commerce Commission's regulation of motor carriers, especially trucks, is a subject of widespread interest. Although numerous studies have been made on the effects of motor carrier regulations, there are sharp differences of opinion as to whether the current regulatory system should be changed and, if so, how. This staff study discusses the basis for motor carrier regulation which began in 1935, changes in the regulatory environment since then, and issues that should be considered in changing trucking regulations.
