Affordable treatments for many low volume grade crossings are an essential part of any plan for incremental high-speed rail development. This research lays the groundwork, for developing low cost treatments for low-volume highway-rail grade crossings that will meet the safety requirements of high-speed rail corridors. Technologies being developed as part of the intelligent transportation systems are evaluated for their applicability to this problem. This background is applied to analyzing the crossings in the Section 1010 high-speed rail corridor located in Oregon's Willamette Valley. Treatments appropriate to different classes of crossing are proposed.
