On July 22, 1994, President Clinton announced that the United States would contribute massive relief assistance to Rwandan refugees in response to an appeal from the United Nations High Commissioner for Refugees. The greatly- increased level of U.S humanitarian support would be provided primarily by the military The Department of Defense quickly responded, and its rapid reaction has been highly commended for saving thousands of lives.
