The possibility of a meteorological data distribution and a laser clock synchronization mission on a SIRIO-2 bus was studied. The feasibility of the two missions is demonstrated and a preliminary definition of both is given. The spacecraft configuration is described, and layout, mass breakdown, inertial characteristics, and equipment characteristics are given for two options (one with PDM, one with PCM command). Mission analysis, launch operations, product assurance, component procurement, and development plan are also covered.
