RAND Europe was commissioned by the European Defence Agency (EDA) in October 2017 to conduct a study on collaborative opportunities relating to armoured vehicles among participating Member States (pMS) of the EDA and partner countries. The overarching goal was to support the EDA's work in identifying new collaboration opportunities throughout the full life-cycle of armoured vehicles (excluding main battle tanks MBTs). This study constitutes part of a wider EDA effort to develop European defence capabilities and promote armaments cooperation. The study considered three categories of armoured vehicles: Armoured tracked vehicles: Tracked vehicles (excluding MBTs) configured for any mission module. Armoured wheeled vehicles: Wheeled 6x6 and 8x8 vehicles configured for any mission module. Protected transport vehicles: A combination of lighter 4x4 armoured vehicles as well as mine-resistant and ambush-protected armoured vehicles(MRAPs). In order to identify the potential collaboration opportunities, RAND Europe performed a high-level overview of supply and demand elements related to current and future trends in armoured vehicle servicing, research and development (R and D) and procurement (see Figure 1), while respecting the fact that armoured vehicle choice is impacted by such factors as the potential adversary profile, intended mission set, deployability and terrain, as well as other political and strategic factors.
