The Great Lakes-St. Lawrence Seaway (GLSLS) system of waterways have long played a key role in developing North America's economy. In the past century, the success and importance of these waterways in moving bulk and neobulk cargo has been critical in the development of the regions industrial base. Since May 2003, the U.S. Department of Transportation and Transport Canada have been involved in a comprehensive bi-national study to evaluate the infrastructure needs of the GLSLS System, including the engineering, economic, and environmental implications of those needs as they pertain to commercial navigation.
